Leaky chainplates, shroud eyebolts

The previous owners neglected the chainplates; it is one of the few areas with water intrusion on our boat. The upper and aft lower eyebolts were leaking some, and they had been gobbed over with silicone caulk to try to fix it. You could twist the eyebolts by hand.
For the time being, just to prevent further water damage, I pulled the four eyebolts and sealed under them with butyl mastic tape. It will serve until Spring, when I clean out the wet foam and recore that part of the side decks. But at least one of the eyebolts showed what may be stress risers around the top of threads:

Has anyone else found this kind of thing on their shroud eyebolts? Do you have a source for new ones?
